One of the historical ambiguities in Saddam's invasion of Iran is the issue of America's green light for such an action. The present study tries to resolve this ambiguity by adopting a descriptive-analytical-historical method and using documents published by the US State Department in 2020. Theoretically, the Carter administration's behavior toward the Islamic Republic can be seen as part of the larger US foreign policy framework, which entails maintaining an empire of client states and managing enemies (i.e., countries systematically acting independent of the United States) through hostile means aimed at overthrowing them. By withdrawing from the client relationship and adopting a policy of systematic independence from the United States, the Islamic Republic was targeted by the Carter administration's various hostile actions, including instigating Saddam to war. According to the documents studied, not only did the United States give Saddam a green light to attack Iran but also actively sought to incite him to do so. According to these documents, the issue of military operations against Iran was raised by Brzezinski at least nine months before the Iraqi invasion of Iran. Documents also show US miscalculation in inciting Saddam to invade Iran as they show that Carter and his administration saw the newly formed Islamic Republic to be too weak to resist a full-fledged war. The Carter administration believed the war would end with the collapse of the Islamic Republic within a few months.}, keywords = {Iran-Iraq War,The United States,the Carter Administration,Green Light Theory,US State Department Documents}, title_fa = {واکاوی مسئله چراغ سبز دولت کارتر به صدام بر اساس اسناد تازه منتشر شده وزارت خارجه آمریکا}, abstract_fa = {مقاله حاضر در پی یافتن نقش دولت کارتر در شروع جنگ تحمیلی است. یکی از ابهامات تاریخی در رابطه با تجاوز صدام به خاک ایران، مسئله مسئولیت دولت کارتر در تحریک صدام به تجاوز به خاک ایران است. پژوهش حاضر با اتخاذ روش توصیفی-تحلیلی و با استفاده از اسناد تازه منتشر شده دفتر تاریخ نگاری وزارت خارجه آمریکا در سال 2020 تلاش دارد تا این ابهام را برطرف سازد. در دیدگاه نظری، عملکرد دولت کارتر در قبال جمهوری اسلامی را می‌توان بخشی از چارچوب کلان سیاست خارجی آمریکا دانست که مستلزم حفظ امپراتوری کشورهای پیرو و مدیریت دشمنان (یعنی کشورهایی که به صورت نظام مند مستقل از آمریکا عمل می‌کنند) از طریق ابزارهای خصمانه با هدف سرنگونی آنان است. جمهوری اسلامی با خروج از رابطه حامی-پیرو و با اتخاذ رویه استقلال نظام مند نسبت به آمریکا، هدف اقدامات خصمانه دولت کارتر از جمله تجاوز نظامی قرار گرفت. طبق اسناد مورد بررسی، دولت کارتر نه تنها برای حمله به ایران به صدام چراغ سبز نشان داد، بلکه فعالانه به دنبال تحریک صدام برای انجام چنین تجاوزی بود. بر اساس ین اسناد، موضوع عملیات نظامی علیه ایران توسط برژینسکی حداقل نه ماه قبل از حمله رژیم بعث عراق به ایران مطرح شد. همچنین اسناد تازه منتشر شده وزارت خارجه آمریکا نشان‌گر خطای محاسباتی دولت کارتر در تحریک صدام به تجاوز به خاک ایران است چرا که این اسناد نمایان‌گر آن است که کارتر و دولت وی نظام نو پای جمهوری اسلامی را ضعیف‌تر از آن می‌دانستند که توان مقاومت در جنگی تمام عیار داشته باشد. محاسبات آمریکا و دیگر حامیان صدام بر این امر دایر گشته بود که جمهوری اسلامی ایران نمی­تواند بیش از چند ماه در مقابل فشار همه‌جانبه نظامی دوام آورد و جنگ با فروپاشی جمهوری اسلامی پایان خواهد یافت. واقعیت اما بسی متفاوت بود، امری که تنها با نظریه دفاع مقدس قابل فهم می­باشد.}, keywords_fa = {دفاع مقدس,جنگ تحمیلی,آمریکا,دولت کارتر,نظریه چراغ سبز,تحریک صدام,اسناد وزارت خارجه آمریکا}, url = {https://hds.sndu.ac.ir/article_1764.html}, eprint = {https://hds.sndu.ac.ir/article_1764_e54ced3cfec1170b53b8993f0ce14559.pdf} }
